Request body for POST .../flags/{flag}/environments/{env}/toggle. Named distinctly from the dashboard’s own ToggleFlagInEnvironmentRequest (which uses IsEnabled) — the public field is named Enabled per the phase-3c contract. Enabled is a NULLABLE bool? deliberately: a non-nullable value type would bind an omitted/empty body to false with no validation error (ASP.NET’s implicit-required only covers non-nullable reference types, not value types), silently disabling the flag. The controller rejects a null Enabled with a validation_failed 400 so the intent is never ambiguous (#1806).
